mkdir: add/refresh pages (#7992)

* Create `mkdir` copy with long options

* Refresh mkdir command pages:
- new example for setting permissions
- better descriptions
 - better placeholders

* Use imperative mood in titles

* Don't use brace expansion

* Apply suggestions from code review
