Turn off Gatekeeper:

spctl --master-disable

Add a rule to allow an application to run (labeling of rule is optional):

spctl --add --label "{{rule_name}}" {{path/to/file}}

Turn on Gatekeeper:

spctl --master-enable

List all rules on the system:

spctl --list
